China warns nationals visiting Japan over high radiation levels in Fukushima

The Chinese Embassy in Japan on Sunday issued an alert to its nationals who have plans to travel in Japan, reminding them of the high-level radiation inside a damaged reactor of the Fukushima Daiichi nuclear plant.

Tokyo Electric Power Company (TEPCO), the facility’s operator, announced last week that the radiation levels detected inside the plant’s No. 2 reactor had reached 650 Sieverts per hour, even higher than the previous record of 530 Sieverts per hour in January.

Even with a 30 percent margin of error, the reading is described by many experts as “unimaginable.” It is much higher than the 73 Sieverts an hour, which was detected in 2012, one year after the nuclear plant’s collapse. Under such exposure, a person would only be able to survive a few minutes at most.

The TEPCO on Thursday sent a remotely controlled robot into the reactor, equipped with a camera that is designed to withstand up to 1,000 Sieverts of cumulative exposure. The robot was pulled out after it broke down only two hours into the probe.

The company is planning to send better robots to conduct more detailed probes. However, it insists that radiation has not leaked outside the reactor.

Last week, Chinese Foreign Ministry spokesman Lu Kang said China has issued safety alerts to its nationals over the high-level radiation. He added that China hopes that the Japanese government could clarify how they are going to thoroughly eliminate the impact caused by the nuclear accident.

Six years have now passed after three reactors at Fukushima’s nuclear power plant were damaged by a devastating 9.0-magnitude earthquake and a subsequent tsunami on March 11, 2011. After the accident, the local government ordered residents living within 30-kilometer radius around the Fukushima nuclear plant to evacuate.

NHK World, Feb 3, 2017 (emphasis added): The operator of the crippled Fukushima Daiichi nuclear power plant is examining if it can go ahead with a plan to deploy a robot into one of the damaged reactors at the facility… An analysis of the images found that the radiation level inside the vessel was up to 530 sieverts per hour. Officials speculate that fuel debris–a mixture of nuclear fuel and melted parts of the reactor’s facility–may be emitting strong radiation inside the vessel… Last week’s probe found that part of a metal grating just beneath the reactor was missing. The robot was supposed to move around on the grating. The image analysis also found that an around one square-meter section near the missing segment is about to collapse.

Asahi, Feb 3, 2017: TEPCO said it will consider a different route for the robot… Fumiya Tanabe, an expert on nuclear safety… said the findings show that both the preparation for and the actual decommissioning process at the plant will likely prove much more difficult than expected. “We have few clues on the exact locations, the sizes and the shapes of the nuclear fuel debris,” he said. “The planned investigation by the robot needs a rethink. Work to decommission the plant will require even more time.”

Telegraph, Sep 17, 2015: Massive fish reeled in off Japanese coast; Hirasaka Hiroshi catches huge wolffish while fishing at Hokkaido island — A monstrous prehistoric-looking wolffish has been caught off the Japanese coast… Normally the wolffish is about three feet long, but the monster caught by Mr Hirosihi was about six feet in length… No explanation has been given for the size of the fish which was caught around 400 miles away from Fukushima, the site of a nuclear accident in 2011.

Utility officials said rainfall increases the radioactive level of the water in the drainage system as rainwater accumulates radioactive materials in surrounding soil when it flows in the ditches. NHK, Sep. 11, 2015: Rainwater overflows from Fukushima plant … [TEPCO] said on Friday that it confirmed the leaks through video footage of the complex. The operator said the leaks occurred at 3 AM, 5:20 AM and 6 AM on Friday — for a total of more than 2 and a half hours. TEPCO is now checking the radioactive levels of rainwater samples taken from the channel…

They found cracks and leaks in pipes… The utility has been inspecting the pipes, finding cracks in five of them at one condenser. They say seawater had leaked from them. Workers stopped the flow of water by putting plugs into the five pipes. They’re now checking other ones. Officials with the plant operator say they’ll keep running the reactor.

The news media makes me sick! Why the hell don’t they tell the truth? All of us know, or should know what is going on. Like Ddduuuuuhhhhhh! Fukushima has been pouring nuclear toxins into the Pacific all day, every day for four and a half years. The news media has been told to tell everyone it is unknown what is going on. The US, especially, is afraid that once everyone knows that we are next, there will be a panic!

Lest we not forget, once the oceans die, we die…

A Marine Food Web Bioaccumulation model for Cesium 137 in the Pacific Northwest — The Fukushima nuclear accident on 11 March 2011 emerged as a global threat to the conservation of the Pacific Ocean, human health, and marine biodiversity… This accident was defined by the [IAEA] as “a major release of radioactive material with widespread health and environmental effects requiring implementation of planned and extended countermeasures”. Despite the looming threat of radiation, there has been scant attention and inadequate radiation monitoring. This is unfortunate, as the potential radioactive contamination of seafoods through bioaccumulation of radioisotopes (i.e. 137Cs) in marine and coastal food webs are issues of major concern for the public health of coastal communities… [R]eleases of 137Cs into the Pacific after the Fukushima nuclear accident are… prone to concentrate in marine food-webs… [A] simulation time dependent bioaccumulation model… showed that 137Cs can be expected to bioaccumulate gradually over time in the food web… Bioaccumulation of 137Cs was characterized by slow uptake and elimination rates in upper trophic level organisms and dominance of dietary consumption in the uptake of 137CS. A water sample taken in August from about 100 miles west of Eureka, California, has been found to contain a small amount of radiation from the 2011 Fukushima nuclear plant disaster… Basically, scientists say it’s nothing more than a curiosity or confirmation of models… but the rumors and fears surrounding radiation contamination are hard to dampen. This is the second time radiation from Japan has shown up on our shores. In March [2014], we reported: “A bit of cesium-134… has been detected in a soil sample taken from the beach… in British Columbia”

Some may recall that radioactive material from Japan has shown up on the shores of the Pacific Northwest even before March 2014 — actually about 3 years before:

The University of Texas at Austin — Cockrell School of Engineering: The amount of radiation released during the Fukushima nuclear disaster was so great that the level of atmospheric radioactive aerosols in Washington state was 10,000 to 100,000 times greater than normal levels… “I think the conclusion was that this was a really major event here,” said Cockrell School of Engineering Associate Professor Steven Biegalski of the Fukushima disaster… Biegalski was on a faculty research assignment at [Pacific Northwest National Laboratory] in Richland, Wash… “As the measurements came in sooner and at higher concentrations than we initially expected, we quickly came to the conclusion that there were some major core melts at those facilities,” Biegalski said. “I remember being in the lab thinking, ‘Wow, if this is all true we have a far more bigger accident than what we’re hearing right now.”

Washington State Department of Health: Releases from… Fukushima showed that a radiological event can happen anywhere, anytime, and affect conditions thousands of miles from the source.

Nuclear expert Arnie Gundersen interviewed by Alex Smith of RadioEcoshock, Oct. 29, 2014 (at 21:30 in): “We found gardens in Vancouver that had… a clear signature of Fukushima radiation. We’ve seen that as far north as a little bit north of Vancouver, all the way down to Portland, Oregon… So clearly the West Coast was nailed.”

Nuclear expert Arnie Gundersen interviewed by Libbe HaLevy of Nuclear Hotseat, Nov. 12, 2014 (at 44:30 in): “I would expect that as a result of these hot particles that have blown all over Japan and Seattle and Vancouver and Portland… I would expect and increase in lung cancer.”

I keep thinking about that.  Being told that it really isn’t as bad as I think.  Hell if it ain’t!

When I was a little girl, we walked to school.  We would get there in the morning, and there would be the morning prayer.  Right after that, we all said I Pledge Allegiance to the Flag, and they played the National Anthem.  I started to school when I was four (4).  By the time I was in fourth grade, it was like the second elementary school.  They did not say the morning prayer, or play the anthem, but by golly, the whole time I was in school, we Pledged Allegiance to the Flag.  We were proud to be Americans.

Now, you get suspended for wearing anything with a flag on it.  The Ten Commandments, Pledge of Allegiance, and anything having to do with our natural heritage is bad.  Christians are bad.  Americans are bad.  Christian Americans must be very, very bad.  And who the hell decided all that?  That is bullshit.  Plain and simple, bullshit.  Since when have other people gone to live in another country, and was allowed to claim they were offended by the customs of that country, and the country changed for the outsiders?  Someone tell me when.  That is bullshit!  Plain and simple bullshit.

Seems like it began several years ago… SuperTarget in our area, told the GoodWill people at Christmas, not to come there any more.  Of course, after that, we never went back to that store, and it closed shortly thereafter.  For some reason, outsiders that had moved to the United States, were offended by Christmas, Nativity scenes, and GoodWill ringing their little bells at Christmas.  Those dedicated, hardworking GoodWill employees, trying to make a difference to others at a very hard time of year.  They never asked anyone for anything.  Just stood, ringing the bell and smiling.  It was tradition.  Christmas trees, nativity scenes, GoodWill.

So, in order to not to offend those, who are not from here, America changed? Bullshit.  I say, if our traditions offends you, you came into this country, you know you can leave the same damned way!  Every time I turn around, someone is explaining that such and such offends them.  Screw it!  I am offended by what people do in other countries, but I don’t move there, then expect them to change their country for me.  That is bullshit.  Plain and simple bullshit.

Now, they tell us that our forefathers were terrorists.  Do what?  So what kind of History lessons are they giving kids now a days?  Speaking of kids.  Since when does the govt. have balls enough to tell parents what they are or not going to feed their kids for lunch during school?  The other thing about kids, is that they belong to the community, not their parents?  Bullshit!  Plain and simple bullshit!  And these idiots put up with that?  I sure as hell am glad that my Mama was who she was.  She would have not only told them what horse to get on, she would have had them direct that horse, on out of the country.  And my Daddy, lo and behold, I am glad that he is not here to see this shit.  Daddy was gung-ho Marine.  He is probably rolling in his grave right now.

We’re seeing increased numbers in all the species we’ve cared for this year.” It’s not just sea lions — otters are also dying… large numbers of whales and dolphins are strandingon Southern California beaches, brown pelicans… dropped dead from the sky… “She had been seizing for about 30-40 minutes. Nothing seemed to be helping, so she eventually died while we were doing other stuff in here.”… “The sea lions are the sentinels of the sea. Al Jazeera, Aug 26, 2014: [A] deadly neurotoxin produced by algae [is] taking the lives of many marine mammals… While the algae… are a commonoccurrence… its production of domoic acid is not… sea lions, brown pelicans, otters, whales and dolphins… have been stranding in large numbers recently… violent seizures, vomiting, permanent neurological damage and even heart failure within two days… The Marine Mammal Center [is] the largest marine mammal hospital in the world… Butthis year has been different… The Center has broken its animal admissions record… [In July, officials found domoic acid] levels had dropped… However the renewed surge in marine mammal strandings has left scientists puzzled… [As] scientists try to crack the mystery… marine mammals continue to suffer.

Shawn Johnson, director of veterinary science at The Marine Mammal Center: “A lot of animals are being exposed to such high levels of domoic acid, that they’re dying on us.They’re not responding to treatment like they often have in the past“… [The death toll] doesn’t include all of the sea lions that die before washing ashore… Nor does it account for all of the sea lion pups that will likely die without a parent. Many of the afflicted sea lions are lactating females still weaning their pups… “If there are a few hundred or even a thousand… there’s a few thousand pups that we’re probably losing… If this is happening over and over again, year after year, there is a fear that domoic acid may have a negative impact on the overall sea lion population… my biggest fear is if this happens all the time or if it’s everywhere on the West Coast… if that happens, it’s going to affect all the fish and it’s going to close down fisheries and it’ll have a huge negative impact on everyone.”

Jason Smith, Moss Landing Marine Lab: Domoic acid… has been present in all but one weekly sample since early spring…. This is also very weird… not sure exactly why it’s happening.

Clarissa Anderson, marine scientists: “A lot of the animals that are stranding right now don’t tend to feed very far off shore… So the mystery is, where is the domoic acid that they’re acquiring? We’re not measuring it in the mussels and shellfish near shore.”

Nuclear Industry’s Cover-Up, Lies And Denial: Beware of the French Nuclear Model

To this day, contradictory estimations of the magnitude as well as the consequences of the Fukushima disaster continue to illustrate how an iron hand seems to tightly control information, in the ‘larger interests’, and the world’s major nuclear energy firms, pro-nuclear lobbies, Japan itself along with international authorities such as WHO, IAEA or CTBTO, seem to be engaged in the organised downplaying and retention of a precious information that citizens’ groups claim is already in their possession. Secrecy is built into the nuclear establishment’s mindset everywhere, and it prevails across the nuclear industry internationally.

Starting after WWII, in Japan itself, the Hiroshima and Nagasaki nuclear bombs victims were made invisible to the public eye and discriminated, and in the same go were their concerns regarding nuclear dangers; while the USA promoted their ‘Atoms for Peace’ programme in the war-battered country, the real push came in the seventies from Japan which went on to build 55 reactors.

Today, there seems to be grand collusion between high level technocrats (an influential nuclear lobby sits in Japan’s Ministry of Economy Trade and Industry; METI), and builders and operators of the nuclear plants (the Federation of Electricity Companies—FEPC; the Nuclear and Industrial Safety Agency—NISA; and the industrial groups that build the nuclear power plants—Toshiba, Hitachi, Mitsubishi). They fund the media to assure the public opinion that nuclear energy is perfectly safe.

The Japanese Democratic Party Government that came to power in 2009 (after a five-decade uninterrupted rule by the LDP) changed nothing. It had heavy support from Rengo, the power trade union federation whose key member unions are in the nuclear energy and electricity sectors.

Negligence, cover-up and falsification of data were routinely used to keep nuclear incidents away from public eye: in 2002, some 10 odd nuclear electricity companies were found to have been involved in such corruption or cover up of incidents dating 1970. Tepco, the owner and operator of the Fukushima plant, was one of the main accused and its officials had to resign. Between 2005 and 2009, there were over a dozen incidents in Fukushima. But the Japanese establishment imposed its preference for an invisible crisis management.

Japan and France have an interlocking nuclear connection. As far back as in the 1970s, the Japanese nuclear power utilities began shipping their spent fuel to France, to be reprocessed at Areva’s plant in La Hague (France is the principal stakeholder in Areva), and since 1999, France has been sending MOX—that is, mixed oxyde fuel—supplies to Japan. France has supported Japan’s nuclear programmes, especially building the reprocessing facility in Honshu. According to Areva, four of the 55 nuclear reactors in Japan function with MOX fuel, including one in Fukushima.

For long years, there has been a controversy over the safe use of MOX fuel in nuclear reactors. In May 2001, Greenpeace filed a case on the dangers of using MOX fuel supplied by Areva in the Fukushima reactor No 3.

However, the nuclear technocrats’ lobby is no less powerful in France than it is in Japan: in the early 1970s it imposed, without public debate, a nuclear energy economy in France that was developed at breathtaking pace in less than 15 years. Manufacture of pro-nuclear public opinion is big business particularly since it is the tax payer who pays for France’s nuclear electricity. Just this year, Areva spent 15 million euros on TV spots.

France in Damage Control over Fukushima

EVER since the Fukushima nuclear disaster struck on March 11, 2011, Tepco, the Japanese and French authorities and Areva, albeit slowly forced to admit the gravity of the situation, are doing their best to protect the nuclear energy sector from economic and political consequences. Sarkozy, the first head of state to visit Japan after the nuclear accident, took this occasion to publicly reaffirm his faith in the safety and pertinence of the nuclear option, and especially in the EPR reactors made by Areva, while the CEO of Areva who accompanied him had earlier stated publicly that ‘Fukushima was not a nuclear catastrophe’.

In sheer contradiction with these statements are the following facts: Areva evacuated its German employees in charge of the maintenance of Fukushima on the very next day of the accident ( March 12); France immediately called a Cabinet meeting to discuss strategies to protect the nuclear industry and its sales of nuclear plants to China, India, Libya, etc; the magistrate in charge for long years of a court case against the inaction and disinformation of the French authorities regarding the 1986 radioactive clouds from Chernobyl was all of a sudden evicted from handling the case; nuclear authorities have launched an information blitz, with daily press conferences for the past two weeks to counter growing public concern about the nuclear sector.

Dancing French Nuclear Can-Can will come at a Heavy Price

FRANCE signed a major contract with the Indian Government for a purchase of six EPR reactors for a nuclear plant site in Jaitapur in Maharashtra; given the extraordinarily large quantity of plutonium content needed in reactor fuel for the EPRs, they are possibly the most dangerous nuclear reactors.

India’s nukedom present the French nuclear industry as a model. There is a not so bright side that the Indians should know before they proceed to take the nuclear road with French involvement.

As elsewhere, there is an uncanny silence in France around nuclear matters. Decision-making elites are pro-nuclear, so are practically all MPs, regional or local elected bodies and all political formations from Left to Right to Centre, as well as interest groups that include mainstream media, consumers’ organisations and major national trade unions—even the communist CGT union which is a key actor in the nuclear energy plant operator EDF. This explains why citizens in France are still so ill-informed regarding health hazards.

However, as most nuclear plants in France are now old and subsequently present a higher risk of radioactive contamination for the 30,000 workers of the nuclear sector, the nuclear plant operators have massively turned towards sub-contracting the highly dangerous tasks involving repair, maintenance and modifications, thereby escaping the strict health and safety norms; today, subcontractors maintain 80 per cent of the French nuclear industry as opposed to 50 per cent in the 1970s. With privatisation, France now faces workers protesting the erosion of their rights and the increased dangers and risks to public safety when the time cycle of tasks is reduced.

Nuclear France is a water guzzling machine: state owned EDF withdraws up to 19 billion cubic metres of water per year from rivers and lakes, that is, roughly half of the fresh water drawn in the country. While the average Indian nuclear reactors are about 200 MW in size, the proposed French EPRs are 1500 MW and will consume even more water.

Additionally, there are problems with the waters used for cooling reactors, since it hotter when released back into the water sources. These problems increase in hot weather: during the heat wave that affected France in 2003, 17 nuclear power reactors had to be scaled back in operation or turned off, because of the rapid rise in rivers or lakes temperature that would have affected wild life fauna and flora. What will happen in India, where the weather conditions are much hotter?

France had nearly 200 uranium mines that are now all shut. But over 160 million tonnes of nuclear residue from the mines were disposed off and given away to the construction and building industry to be used as land leveling: there are stadiums, parking areas, roads, town-ships that have used this radioactive residue and people who live on it do not know.

Today, France imports uranium from its former African colonies, mostly Niger, and the ecological and social costs are hidden, as Areva which runs mines in Niger does not maintain epidemio-logical health records of communities in the mining regions.

Although France pretends that nuclear energy guarantees the country’s energy independence, securing continued access to these crucial resources has obvious consequences on France’s foreign policy and on its eventual military presence in Africa. Trouble has been brewing uranium mining areas in Niger. The recent kidnapping and assassination of two Areva engineers in Niger point at the fragility of this ‘independence’.

The numerous nuclear incidents and accidents that occured in France have been underplayed: in 1969, in Saint Laurent des Eaux, Loire et Cher, there was partial fusion of 50 kg of uranium, and the same accident happened again in the same plant in 1980 when 20 pounds of radioactive fuel melted. Some 400 EDF employees were sent to clean the site, but since then EDF has decided to call on the sub-contractors of such risky interven-tions. Similarly on December 27, 1999, the Blayais nuclear plant near the city of Bordeaux was struck by the storm Martin, followed by a flood; the plant was surrounded by water and cut off from the world for 13 hours, with 50 employees. 3 of the 4 reactors were considered lost.

In 2008, a uranium leak contaminated 100 workers in Tricastin: a documentary film RAS Nucleaire records inspectors being told to ignore malfunctions, employees hiding incidents for fear of sanctions, work teams feeling no longer responsible due to growing externalisation of tasks point to growing risks for collective security.

‘Small’ incidents have multiplied, with about 100 level one alerts a year, but the soft pro-nuclear propaganda makes risky industry acceptable. In India too, there is an accepted culture of post-hazard compensation rather than risk prevention. Bhopal still stares in our face.

Warnings have been addressed to the French authorities: an EDF study states that the back up generators of 19 reactors are at risk of malfunction, scientists alerted that 16 reactors are at serious risks of flooding, Paris’ police headquarters claim that there are no plans in place to protect people in case of an accident in a nuclear plant while seven sites comprising 18 reactors are within a radius of 225 km, the group Sortir du Nucleaire revealed that in 2007 EDF falsified the seismic data so as not to have to undertake expensive upgradation work, etc.

France did not solve the problem of nuclear waste storage: its waste was and is largely still sent to the former Soviet Union. A project of storage in Burne was opposed by the population.

But the La Hague Reprocessing Plant, in Normandy, is functioning: it reprocesses reactor fuel. MOX (mixed oxide fuel) is made from reprocessing spent fuel; and contains a very high degree of plutonium and this reprocessing results in massive releases by factors of several thousands compared to radioactive releases from nuclear reactors, of radioactive gases and liquids and the creation of solid waste. So-called low level wastes are discharged into the English Channel and into the air, while they often contain highly radioactive and long lived isotopes, in violation of the 1970 London Dumping Convention. Discharges from the La Hague as well as the UK Sellafield reprocessing plants resulted in contaminating beaches and seas as far as the Artic Circle. Two independent medical studies found elevated rates of leukemia among young people living around La Hague and similarly around Sellafield. The sea around La Hague has been measured 17 million times more radioactive than normal sea water. La Hague routinely releases a highly toxic radioactive gases including concentrationq of krypton-85 found at levels 90 000 times higher than in nature. Some 83 metric tons of plutonium is stored in La Hague, making it a very dangerous location.

French Anti-Nuclear Voices

WHILE France does not allow the public to make an informed opinion regarding the health and ecological costs of the nuclear energy option, small but vocal organisations campaign for transparency and alert public opinion. Among them are 700 groups that are part of the network Sortir du Nucleaire, the Observatoire du Nucleaire, the citizen’s independant nuclear lab CRIIRAD that was set in response to the Chernobyl disaster, Greenpeace France, ACDN. Working against huge odds, they face witchhunts and intimidation of activists, court cases filed against them, breaking into their offices, thefts of their computers and computer surveillance. People seem to have forgotten the 1985 the French secret service bombed and sunk the ship Rainbow warrior (belonging to Greenpeace) in distant New Zealand.

The extraordinarily high quality of public documentation generated by these groups on the dark underside of the French nuclear programme merits emulation by others internationally.

Conclusion

AFTER Fukushima and on the 25th anniversary of the Chernobyl disaster, the ‘business as usual’ ways of the nuclear establishment should not go unchallenged. The 1959 accord between the IAEA and WHO has to be revoked for the WHO to independently monitor and engage in public research over health and safety long term effects of Fukushima. The 1994 Convention on Nuclear Safety must be revised giving high powers to the IAEA to conduct safety checks on all functioning nuclear power reactors across the globe, till they are decommissioned.

As the tight official wraps over nuclear matters prevent credible independent information, the Indian civil society must demand a full scale independent review of the unaccountable ways of its nuclear energy sector and a moratorium on all reactor construction. India’s nuclear industry be made to come under the purview of the Central Information Commission. A parliamentary committee must call for a full hearing on safety of India’s nuclear installations, including uranium mines and radioactive waste storage and transport activities. Misleading declarations of Indian public servants in wake of the Fukushima accident should be challenged in court by citizens groups.

But the women of Fukushima, their statement demanded that the reduction of the radioactive exposure is more urgent than the current federal policies and practices in Japan, which is to force people to remain in the contaminated area… Many students of the 5th and 6th grade in elementary school, they attend something called a cancer seminar where they learn about how cancer is such a typical story for many people, they don’t have to worry about it… They’re trying to even build a junior high school and high school combined together by 2020 in Futuba County — that is the closest place to the Fukushima Daiichi. But the administration of the town invited and made a survey of the kids, and I guess kids were not told about the options that they could evacuate, they made it look like they’re interested in coming back. Bloomberg: [Tepco] crews prepared for strong winds and heavy rains at its wrecked Fukushima atomic plant […] The storm was skirting Japan’s eastern coast […] offshore wind speeds in Fukushima could reach 61 kilometers an hour, the JMA
said. […] The Fukushima Dai-Ichi station’s reactor buildings are strong enough to withstand storm winds and rains, [Tepco] said in an e-mailed statement. Equipment being used for the plant’s decommissioning was being secured ahead of the storm, the company said. Crews have also built high dams around storage tanks holding contaminated water as an extra precaution against leaks, site superintendent Akira Ono said in the statement.

AFP: The site’s operator said workers were bracing for the storm. “We are tying up cables and hoses… and making sure cranes and booms don’t fall,” a company spokesman said. “We will also beef up patrols in areas where water could flow in,” he said.

A tsunami of 20 centimetres was observed at 5.12am local time in Ishinomaki, Miyagi prefecture, the Japan Meteorological Agency said. […] “We have not seen any damage or any change in radiation gauges after the quake,” said TEPCO spokesman Masahiro Asaoka. “Today’s operation has yet to start but we ordered workers to evacuate to high places,” Asaoka said. Bloomberg: U.S. Navy is tracking a tropical depression about 689 kilometers east-southeast of Andersen Air Force Base on Guam. [Jim Andrews, a meteorologist with AccuWeather] said the depression may grow into a typhoon and move northward next week. He said Japan, China, Taiwan and South Korea should monitor its progress.

[…] Naval officers […] discovered the level of radiation was far worse than they anticipated. Radiation gauges on the [USS Reagan] measured levels of radiation at 100 nautical miles off the coast that were 30 times greater than normal. [Sailors report] significant health problems due to exposure to radiation […] Cleveland finds that there was considerable disagreement between various U.S. agencies about the severity of the risk […] Given that the U.S. government expanded the exclusionary zone in Fukushima to 80 km and developed contingency plans for a massive evacuation while shredding of documents continued for four days at the U.S. Embassy and military bases in Japan, somebody was obviously very worried. […] Some of his insider sources tell him that the crisis was actually far worse than anyone acknowledged at the time and that information was withheld to prevent a panic. Professor Kyle Cleveland, Temple University Japan: “[The navy was] more risk averse than either the NRC (Nuclear Regulatory Commission) or State, and from day one was ringing alarms that were not entirely understood, not completely validated and not well received by the NRC and State. The navy was pushing the other federal agencies to take more aggressive actions because their radiation measurements were indicating dose rates that were more significant than what was implied by the abstract modeling […]”

Unidentified US Nuclear Expert: “Without a qualitatively different regulatory system, and in light of how Japan/Tepco responded to this crisis, Japan has not earned the right to have nuclear energy. No critically minded and informed person can evaluate this disaster and look at how Japan has responded in the aftermath and have any confidence that Japan will use nuclear energy safely. […] “The ocean in front of the Daiichi power plant was once one of the richest fisheries in Fukushima Prefecture,” [Yoshio Yoshida, the boat’s 61-year-old captain] added, “but we can’t do anything about it because the spillover of groundwater [mixed with the contaminated water] isn’t going to end in a year or two – it may last until the end of the Earth.”

Other recent reports state radiation levels at the plant boundaries are 8 times the limit.

RT News, Mar. 28, 2014: In mid-January, TEPCO warned that nuclear radiation at the boundaries of the damaged power plant had jumped to eight times the government safety guideline.

The possibility of tsunami caused by the huge earthquake off Chile forced it to call off the work. [TEPCO] made the decision after Japan’s Meteorological Agency said that advisory-level tsunamis up to one meter high could reach the country. At 2:00 in Natalia Manzurova, nuclear engineer called to Chernobyl for 4+ years to study radiation’s effect on the environment and to help cleanup workers:

To cover the burning reactor core, they started dropping bags of sand and cement into the reactor and all this stuff — due to very high temperature — melted, and covered the burning reactor as a lid. And for 24 hours the whole world was on the edge of a very huge catastrophe because from above the reactor was covered, was closed, but it was going to burn down. If the reactor burned through the ground, then all this huge radioactivity will go to underground water, and it will go all around the world.

In Fukushima, now they are cooling the upper part of the reactor, but the center of the reactor has been melted down, and this melted reactor will discharge huge temperature to the bottom of the reactor. If the tragedy that the melted reactors will go through the bottom to the underground, it’s the question.

Russian miners, in order for this not to happen, they had to drill tunnels. Sacrificing their own lives, they put cement into the tunnels on the bottom of the reactor, so the reactor will be closed from beneath.

People think of the Japanese as being technologically much more advanced than much of the world.  What did they do @ Fukushima?  Absolutely nothing.  TEPCO has murdered us all, and instead of being made to answer for their crimes, they changed their name, and off to business as usual, literally walking away from the continuous radiation leaks, further murdering the rest of the world.  Why the hell does no one care?  Are we the equivalent of the walking zombies of tv shows?

Audience Question: I recently received a YouTube depicting radioactive contamination across the Pacific near to the U.S. West Coast as a result of the Fukushima reactor. No other news source appears to have acknowledged this scenario least of all the mainstream media. Is that fact or fiction.

Dr. Maureen McCue, founding member, faculty, and former director of the University of Iowa Global Health Studies Program and adjunct clinical professor in the Colleges of Public Health: I think it’s it fact that the mainstream media has not covered the phenomenon. I think we also experience regulatory capture in this country. I don’t know and I don’t think any of us know how much of the contamination is approaching the West Coast. It makes sense, when you look at ocean currents and wind streams, and the movement of marine life, that it will eventually reach the West Coast. In what concentrations, what amounts, nobody actually knows. NHK, Jan. 31, 2014: TEPCO to look for more leaks at Fukushima reactor — The operator of the Fukushima Daiichi nuclear plant is slowly finding out more about the damage at one of the reactor containment vessels. The destruction was caused by 2011 accident. […] The engineers are investigating leaks in a number of places in the containment vessel that houses the core at the No.1 reactor [and] estimate that up to 3.3 tons of water per hour is leaking from the 2 leaks. The operator is pouring 4.5 tons of cooling water an hour into the reactor. This means more than one ton of water may be leaking from unknown holes or cracks, as the water does not stay in the containment vessel.

In the following years, the tracer cloud continuously expands laterally, with maximum concentrations in its central part heading east. While the northern portion is gradually invading the Bering Sea, the main tracer patch reaches the coastal waters of North America after 5–6 years, with maximum relative concentrations ( > 1 × 10−4) covering a broad swath of the eastern North Pacific between Vancouver Island and Baja California. Simultaneously some fraction of the southern rim of the tracer cloud becomes entrained in the North Equatorial Current (NEC), resulting in a westward extending wedge around 20°N that skirts the northern shores of the Hawaiian Archipelago. After 10 years the concentrations become nearly homogeneous over the whole Pacific, with higher values in the east, extending along the North American coast with a maximum (~1 × 10−4) off Baja California. The southern portion of the tracer cloud is carried westward by the NEC across the subtropical Pacific, leading to increasing concentrations in the Kuroshio regime again.[…]

With caution given to the various idealizations (unknown actual oceanic state during release, unknown release area, no biological effects included, see section 3.4), the following conclusions may be drawn. (i) Dilution due to swift horizontal and vertical dispersion in the vicinity of the energetic Kuroshio regime leads to a rapid decrease of radioactivity levels during the first 2 years, with a decline of near-surface peak concentrations to values around 10 Bq m−3 (based on a total input of 10 PBq). The strong lateral dispersion, related to the vigorous eddy fields in the mid-latitude western Pacific, appears significantly under-estimated in the non-eddying (0.5°) model version. (ii) The subsequent pace of dilution is strongly reduced, owing to the eastward advection of the main tracer cloud towards the much less energetic areas of the central and eastern North Pacific. (iii) The magnitude of additional peak radioactivity should drop to values comparable to the pre-Fukushima levels after 6–9 years (i.e. total peak concentrations would then have declined below twice pre-Fukushima levels). (iv) By then the tracer cloud will span almost the entire North Pacific, with peak concentrations off the North American coast an order-of-magnitude higher than in the western Pacific.

Ken Buesseler, Woods Hole Oceanographic Institution (at 1:30:00 in): Talking about some of the failures […] what I’ve discovered on the academic side, is that when we went to offer our service, we wanted to go and help out, we didn’t have an agency in this country that really had an interest. NOAA was given the authority to look at this disaster and see what the US response should be. Their reaction was to continue this modeling effort to try and model where these things might be at. Not to do the on-the-ground field efforts. They said we don’t do that, we don’t measure radionuclides. Then they’d point across the aisle to the Department of Energy […] the ocean, that’s not their thing, it’s salty — that’s not their problem. Here we have in our country many reactors on oceans and don’t have even an authority or body that has a mission that includes fate of those radionuclides in the ocean. I think that’s a failure that we still haven’t solved […] It’s very obvious when you hear the stories about leaking tanks on land getting into the ocean, there’s a connection there. But we failed to fill that in, our ability to understand the consequences. […] One example of something we’re still trying to plug up as a failure.

That typically falls to the Department of Energy, but they tend to only focus their resources and expertise on land and groundwater […] not the general spread of radionuclides in the marine environment. Yomiuri Shimbun, Dec. 16, 2013: Release of water into sea inevitable after purification at Fukushima plant […] The government has been in lockstep with TEPCO in a project to create as early as possible “frozen-soil underground water shields” […] Given that the project has never been attempted anywhere else, the risk of the project encountering difficulties cannot be ruled out. […] The volume of contaminated water currently stored already amounts to nearly 400,000 tons. […] Should the tanks be destroyed because of a calamity such as a strong earthquake, there is a danger that a large quantity of contaminated water could spill from them, like the collapse of a dam.

But even diluted in seawater contaminants will be concentrated thousands of times throughout the food chain. Such elementary knowledge concerning the environmental consequences of pollution […] is now apparently being forgotten. […]

The Fukushima Nuclear Power Station incident and marine pollution, Marine Pollution Bulletin, 2012: […] The facts indicate that Japan had already been very aware of the potential danger and effects that the emission might cause […] there remains a certain potential nuclear radiation threat to the neighbouring countries of Japan […] In the long run, the radioactive wastewater will have severe effect on fish including reduction in reproductive capability, morphological abnormalities, leukopenia, anorexia, lethargy, growth depression, and hyperactivity (Forman, 1983; Lomio, 1979). […] Furthermore, the radioactive wastes once enter into the marine food chain will be harmful to various kinds of animals and finally human being themselves who may suffer genetic damage, cancer, other health problems and even death from the nuclear radiation, since the final consumers at the end of the chain are often human (Forman, 1983). […] the ocean-related economy in the bordering states may also suffer from the radioactive wastes. If, however, the potentially injured states wait until the material damage happens, in order to claim damages from Japan, it would probably be too late. […] the reasonable principle of imputation is that so long as there is sufficient evidence to prove that the acts of a state might cause serious damage to the long-term development of the marine environment, this state should bear the responsibility for transboundary harm. It’s really an information ‘iron curtain’ that’s preventing people in Japan from learning just how bad the exposures were that they received after the accident at Fukushima. […] They’re trying to underestimate the amount of radiation that the Japanese received […] I think they’re neglecting some really serious sources of radiation in their effort to convince the Japanese people that nuclear power is safe. […] These exposures not being calculated by the Japanese, or the IAEA, are in fact enormous. Associated Press, Dec. 3, 2013: Experts on [the Japan government’s contaminated water] panel also proposed establishing a special team to focus on how to deal with massive amounts of tritium, the only isotope that cannot be removed chemically by existing technology. […] U.S. officials evaporated tritium water at the Three Mile Island plant following the 1979 accident, but the method is not recommended for Fukushima, where there is too much and it is likely to come back as tritium rain.

In fact, the method has been recommended for Fukushima

Joonhong Ahn, professor in UC Berkeley’s nuclear engineering department: Water that’s been treated to remove radionuclides apart from tritium, which can’t be filtered out, can be evaporated […] “Amounts of tritium would be small, so that radioactivity that would be discharged into the atmosphere would be acceptably small” […] discharging low-level contaminated water at the Fukushima station into the sea may need to be used in addition or as an alternative to evaporation.

Arjun Makhijani, President of the Institute for Energy and Environmental Research, at the Community Symposium on Decommissioning San Onofre, Oct. 19, 2013 (26:45 in): You might also be interested to know that all nuclear power plants, that are of the variety of light water reactors, release tritium to the atmosphere, so you can expect radioactive rainfall around nuclear power plants. We have asked the NRC to require monitoring of rainfall — because people have private wells in many places – but they have refused to require it.

This is fall-out, this is hot particles that have coalesced together on the side of the road. Recently a hot particle was discovered 250 miles [400 kilometers] away from Fukushima. Kyodo News, Dec. 11, 2013: A government panel […] estimated that the utility will not be able to fully address the risks of water leaks by the end of fiscal 2020. […] “If measures are taken smoothly, a large part of the risks (posed by leaks from tanks) will be reduced around the end of fiscal 2020, but the amount of toxic water could surpass the tank storage capacity depending on the situation…and risks associated with keeping a large amount of tritium-water will remain,” the report said.

With respect to bio-accumulation and weighting factors for fish and other sea fauna a long-term cycle can be expected and high potential for marine life, sea-birds and human health effects through ingestion over generations.
