USGOV Issues New Worldwide Caution

Between July 25-29, AlertsUSA issued the following
related Flash SMS messages to subscriber mobile devices:

7/29 – State Dept issues new worldwide caution warning of threat of terrorism / violence against US citizens and interests globally. Urges a high level of vigilance.

7/28 – Key West, FL man (Harlem Suarez, AKA Almlak Benitez) arrested and charged w/ attempting to use a weapon of mass destruction in an alleged backpack bomb plot.

What You Need To Know
Twice this week AlertsUSA subscribers were notified via text messages to their mobile devices regarding matters concerning terrorism. On Tues, subscribers were notified of a the arrest of 23 year old Key West resident, Harlem Suarez, (AKA Almlak Benitez), who is charged with attempting to use a weapon of mass destruction against a person or property within the United States.

According to Assistant Attorney General for National Security John Carlin, Suarez came to the attention of the FBI in April due to Facebook posts that contained extremist rhetoric and promoted the Islamic State of Iraq and the Levant (ISIL), a designated foreign terrorist organization. Suarez told a confidential source that he wanted to make a “timer bomb” and went on to purchased components for this device, which was to contain galvanized nails and be concealed in a backpack. Suarez intended to bury the device at a public beach in Key West and then remotely detonate it using a cell phone.

According to Special Agent in Charge George L. Piro of the FBI’s Miami Field Office, “There is no room for failure when it comes to investigating the potential use of a weapon of mass destruction. The FBI and our local, state and federal partners work around the clock to prevent such catastrophic weapons from being used against our citizens. Even so, we ask the public to be vigilant and report suspicious activity to law enforcement.”

GLOBAL THREAT

On Wed of this week AlertsUSA subscribers were notified of a new Worldwide Caution issued by the U.S. State Department warning of the continuing threat of terrorist actions and violence against U.S. citizens and interests globally. According to the warning message, recent terrorist attacks, whether by those affiliated with terrorist entities, copycats, or individual perpetrators, serve as a reminder that U.S. citizens need to maintain a high level of vigilance and take appropriate steps to increase their security awareness.

Since the launch of military action against the Islamic State in 2014, ISIS has called on supporters to attack foreigners wherever they are. Authorities believe there is an increased likelihood of reprisal attacks against U.S., Western and coalition partner interests throughout the world, especially in the Middle East, North Africa, Europe, and Asia.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. Examples of such targets include high-profile sporting events, residential areas, business offices, hotels, clubs, restaurants, places of worship, schools, public areas, shopping malls, and other tourist destinations both in the United States and abroad where U.S. citizens gather in large numbers, including during holidays.

U.S. citizens are reminded of the potential for terrorists to attack public transportation systems and other tourist infrastructure. Extremists have targeted and attempted attacks on subway and rail systems, aviation, and maritime services. In the past, these types of attacks have occurred in cities such as New York, Moscow, London, Madrid and Glasgow

Specifically regarding Europe, the State Department reports current information suggesting ISIS, al-Qa’ida, its affiliated organizations, and other terrorist groups continue to plan terrorist attacks against U.S. and Western interests in Europe. Authorities believe the likelihood of terror attacks in Europe will continue as European members of ISIL return from Syria and Iraq. Additionally, there is a continuing threat in Europe from unaffiliated persons planning attacks inspired by major terrorist organizations but conducted on an individual basis.

The warning message goes on to warn, in significant detail, of the threat posed to U.S. citizens, facilities, businesses, and perceived U.S. and Western interests throughout the Middle East, North Africa, Central, South and East Asia, as well as the the Indian Subcontinent, .

U.S. government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. U.S. citizens abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

FBI Warns of Economic Espionage

What You Need To Know
The FBI has launched a nationwide campaign geared toward educating business and industry leaders about the growing threat – and mounting losses – of economic espionage. As part of the campaign, the FBI has released a short video entitled, The Company Man: Protecting America’s Secrets. The video, created by the FBI in collaboration with the National Counterintelligence and Security Center, is based on an actual case involving the attempted theft of trade secrets from a United States company by a foreign competitor.

Although the exact dollar figure on the costs and losses to U.S. businesses as a result of economic espionage is difficult to accurately report, the losses are substantial. In a 2013 report, total losses are estimated to be in the “hundreds of billions” each year. Those numbers do not take into consideration those companies who either do not detect, do not report, or under-report losses tied to economic espionage.

The goal of the FBI’s campaign is to not only raise awareness of the threat of economic espionage but to educate those with proprietary information about the warning signs of an insider threat or attempted breach. Each of the FBI’s 56 field offices has an assigned strategic partnership coordinator, whose goal is to liaise with local companies, trade groups, and industry leaders about the threat. In the past year, FBI investigators have provided more than 1,300 briefings to companies and industry leaders discussing the current threat of economic espionage.
